Participation in tenders for the supply of auto parts for commercial vehicles is not just the sale of goods. This is a complex engineering and logistics process where price is only 40% of the success. The remaining 60% depends on the accuracy of the selection of analogues, compliance with GOST and EAC standards, as well as on the supplier’s ability to prove the reliability of its supply chain. In our practice, we have seen companies lose contracts worth millions of rubles due to one error in the specification of brake pads or the incorrect expiration date of rubber products.
Marketоптом запчасти для грузовиков: тендерыundergoing structural changes in 2025–2026. Logistics routes were reoriented, requirements for the localization of production became more stringent, and customers began to demand not just “cheaper”, but “predictable”. If you supply parts for tractors KAMAZ, MAN, Volvo or Chinese brands (Sitrak, Shacman), you need to understand the new rules of the game. This article is written based on real experience of participating in more than 200 government and corporate procurements. We will look at how to prepare a technical proposal that will not be rejected at the stage of formal verification, and how to avoid hidden risks that can destroy the margin of the transaction.
Just five years ago, the “dumping + standard catalog” strategy was bringing results. Today, customers, especially large fleets and government agencies, use automated pre-qualification systems. They check not only the price, but also the history of contract execution, the availability of warehouse stocks in the delivery region and the compliance of parts with the technical regulations of the Customs Union.
We encountered a situation where a client provided European Certificates of Conformity (ECE R90) for brake systems. For a private carrier this would be an advantage. However, within the framework of a state tender in Russia, these documents were considered insufficient, since a valid TR CU 018/2011 certificate was required. The result is rejection of the application and loss of the deposit. This incident taught us: in tenders, bureaucratic precision is more important than technical excellence.
A modern buyer of spare parts wholesale wants to see a partner in a supplier who takes on the risks of logistics and warranty service. If you only offer a product, you will lose out to those who offer a solution to downtime. Truck downtime costs more than the part itself. Therefore, your proposal must include a calculation of the impact of delivery speed on the fleet's total cost of ownership (TCO).
To win a tender, you need to understand what exactly hurts the customer. In the freight segment, the main costs are for the chassis, braking system and engine. Analysis of data for 2024–2025 shows an increase in demand for certain groups of goods. This is due to the aging of the European car fleet and the massive transition to Chinese analogues, the quality of which varies.
Customers are divided into three main categories, and each requires a different approach to lot formation:
In our practice, there was a case when we won a tender from a large transport company, offering not the cheapest filters, but a package solution with a replacement guarantee within 24 hours in case of defects. Competitors offered a price 15% lower, but did not provide guarantees on response times. For the customer, a simple truck cost 50,000 rubles per day, so saving 500 rubles on a filter was illusory.
In preparation for the tender forоптом запчасти для грузовиков: тендеры, be sure to study the customer’s fleet of equipment. If 80% of their fleet is KAMAZ-5490, there is no point in offering exclusive parts for the Volvo FH. Adapt your commercial offer to the fleet reality.
The language of tender documentation is the language of standards. Your proposal must demonstrate a deep understanding of technical nuances. Simply writing “brake pads” is not enough. It is necessary to specify the friction lining material, friction coefficient, operating temperature and compliance with specific standards.
Let's look at the key standards that most often appear in tenders on the Russian market:
| Standard/Certification | Application | Why is this important for the tender? |
|---|---|---|
| TR TS 018/2011 | Wheeled vehicle safety | Mandatory for the admission of parts to the Russian and EAEU markets. Without this certificate, participation in government procurement is impossible. |
| GOST R 50907-96 | Wheel rims for trucks | Defines strength and fatigue testing methods. Security requirement. |
| ISO 9001:2015 | Quality management systems | Confirms that the supplier has quality control processes in place. Often gives extra points in the assessment. |
| ECE R90 | Brake systems (European standard) | Important for supplies to European tractors. Shows high quality, but may require additional justification for equivalence in public procurement. |

One of our clients encountered a problem when supplying shock absorbers. The tender specified a requirement for a service life of 100,000 km. We provided parts with a service life of 120,000 km, but did not include an independent test report confirming this figure. The application was rejected due to "unconfirmed characteristics." Conclusion: every quality statement must be supported by paper.
When describing products, use precise technical parameters. For example, instead of “high strength bolt,” write “bolt with strength class 10.9 according to ISO 898-1.” Instead of “cold-resistant rubber,” indicate “operating temperature range from -45°C to +60°C according to GOST 15150.” Such detail shows your expertise and eliminates questions from the technical commission.
The process of preparing an application for the supply of spare parts in bulk requires a systematic approach. Mistakes at any stage may result in disqualification. Below is the algorithm that we use in our work. It is based on the analysis of hundreds of successful and unsuccessful attempts.
Don't start by searching for a product. Start by reading the TK. Write down all the requirements: brands, models, OEM numbers, acceptable analogues, delivery times, warranty conditions. Note the words “or equivalent.” If they exist, you can offer an alternative, but you must prove its equivalence. Create a compliance table: on the left is the customer’s requirement, on the right is your product and a link to the document confirming compliance. If the technical specifications indicate a specific brand (which is prohibited in government procurement, but occurs in commercial procurement), find a legal way to offer an analogue, citing the lack of product on the market or a significant excess of the budget.
For wholesale deliveries, product availability is critical. Do not include items that need to be “obtained” in your application. Check the physical balances in the warehouse. If the product is located at the manufacturer, obtain written confirmation of shipment dates. Include a quantity reserve (3–5%) in your proposal in case of defects upon acceptance. This will show your responsibility. Indicate the exact manufacturers' articles and their cross-numbers. An error in one filter part number can render the entire batch useless.
Delivery time is one of the most important criteria. Realistically estimate the time required for order assembly, customs clearance (if the goods are imported) and delivery to the customer’s warehouse. Add a time buffer for unforeseen circumstances (car breakdown, customs strike). If you promise 5 days and deliver on the 6th, you pay a penalty. It’s better to promise 7 days and deliver on the 5th. Include “to the door” or “to the warehouse” logistics in the price, clearly indicating the delivery basis according to Incoterms (for example, DDP Moscow). This will eliminate hidden costs for the customer.
Collect all the necessary documents: copies of registration certificates of individual entrepreneurs/LLCs, extracts from the Unified State Register of Legal Entities, certificates of conformity (TR CU), declarations, quality certificates for each batch. Ensure that certificates do not expire during the delivery period. If you supply analogues, prepare a comparison table of technical characteristics with the original, certified by the manufacturer or testing laboratory. The absence of one document is grounds for rejection.
The price must be competitive, but not dumping. Too low a price raises suspicions about the quality of the product. Break the price into components: cost of goods, VAT, logistics, packaging, margin. If you offer a more expensive product, justify it with increased service life or savings on maintenance. Use the TCO (Total Cost of Ownership) formula to demonstrate long-term benefits. Offer flexible payment terms if your financial model allows it.
A common mistake is ignoring packaging requirements. Tenders often specify requirements for labeling and packaging. Violation of these requirements may lead to refusal to accept the goods. Make sure that each box is labeled according to customer requirements (contract number, name, quantity).
Even a perfectly prepared application does not guarantee success if execution risks are not managed. In the auto parts industry, risks are high due to the large number of SKUs (articles) and dependence on imported supplies.
Risk 1: Inconsistency of quality.
The supplier sent a batch of suspension arms that visually matched the sample, but had hidden casting defects. When installed they started to creak. The customer returned the entire shipment.
Solution:Implement multi-stage quality control. Spot check of 10% of the lot before shipment. Require material certificates from your subsuppliers. Carry out incoming inspection at your warehouse.
Risk 2: Delay in delivery.
Customs delay due to incorrect HS code.
Solution:Work with experienced customs brokers. Classify products in advance. Keep a safety stock of popular items in your local warehouse. In the contract with the customer, stipulate force majeure circumstances, but do not abuse them.
Risk 3: Changes in exchange rates.
If you buy goods for yuan or euros and sell for rubles, exchange rate fluctuations can eat up all your profits.
Solution:Hedge currency risks. Fix the exchange rate with the supplier or include in the contract with the customer a condition on recalculating the price if the exchange rate changes by more than 5%. However, in government procurement the price is fixed, so factor in the currency risk into the margin from the beginning.
In our company we use a supplier monitoring system. We evaluate each manufacturer according to three parameters: consistency of quality, compliance with deadlines and flexibility of communication. Only those who achieve a passing score are allowed to formulate proposals for large tenders. This approach has reduced the number of complaints by 43% over the past year.
Choosing a country of origin for spare parts is a strategic decision. Each option has its own advantages and disadvantages in the context of participation in tenders. Below is a comparison based on our 2025 delivery experience.
| Criterion | China (Premium/Middle) | Europe (Germany, Italy) | Russia/CIS |
|---|---|---|---|
| Price | Low / Medium | High | Average |
| Quality | Variable (requires strict control) | Consistently high | Good for domestic technology |
| Delivery times | Long (30–60 days + customs) | Complex logistics, long lead times | Fast (3–10 days) |
| Document flow | Difficulties with certification, need a reliable partner | Problems with payment and sanctions | Simple, full compliance with GOST |
| Suitable for tenders | Yes, if there is a warehouse in the Russian Federation and TR CU certificates | Only for the premium segment and special equipment | Ideal for government procurement and KAMAZ/MAZ fleet |
For most current tenders in Russia, the optimal strategy is a combined approach. We purchase running consumables (filters, pads) from proven Chinese OEM-level factories, ensuring availability in stock. We supply critical components (turbines, injectors) from European brands, if the budget allows, or we select high-quality Russian analogues. For domestically produced equipment, priority is always given to Russian manufacturers due to the requirements of import substitution and the availability of spare parts.
It is important to understand that “Chinese” does not mean “bad”. There are factories that produce parts for global brands. Our task is to find these manufacturers and confirm the quality with independent tests. We regularly conduct bench tests of brake discs and shock absorbers in order to have our own data to convince customers.
This is where specialized industrial and trading enterprises come to the rescue, such asJinan Metallid Auto LLC. Located in Jinan, the heart of the Chinese automobile industry, this company specializes in the export of original and compatible spare parts for trucks, special equipment and buses. Unlike simple intermediaries, Jinan Metallic Auto implements strict multi-level quality control at all stages: from the initial verification of technical characteristics to the final verification of packaging. Their product matrix covers key brands in demand in Russian tenders: SITRAK, HOWO, SHACMAN, FOTON, FAW, DONGFENG, as well as Weichai and Yuchai engines. This approach, combining direct connections with factories and personalized service (“butler style”), minimizes the risk of product non-conformity, which is a critical factor when passing pre-qualification in large purchases.
There is no strict standard; it all depends on the specific tender. However, in order for the proposal to be interesting for the customer and profitable for the supplier, the minimum contract amount usually starts from 500,000 rubles. For small items (lamps, fuses) the MOQ can be from 100 pieces. For large components (engines, gearboxes) - from 1 piece. The main thing is to read the documentation. If the tender indicates a requirement for 1000 sets, and you offer 100, you will be rejected. Always offer the full quantity or split the lot into parts if permitted.
To prove equivalence, it is necessary to provide a comparative table of technical characteristics, which shows that the parameters of the analogue are no worse than the original. Support this with certificates of conformity (TR CU), test reports, letters from manufacturers on interchangeability. In some cases, an opinion from an independent expert organization is required. Important: the analogue must be suitable in terms of seats, materials and service life. Mere "similar appearance" is not grounds for substitution.
If requirements change after the contract is signed but before delivery, the customer must be notified promptly. In most cases, if new requirements are mandatory, the customer meets halfway and makes changes to the contract. If you have already shipped goods that comply with the old standards, there should be no problems, since the law does not have retroactive effect. However, to avoid conflicts, always monitor updates to the regulatory framework and include clauses in contracts regarding the product’s compliance with legislation at the time of shipment.
Sanctions are specified in the contract.
